The chief of staff of the administration of the Pskov region called for working on strengthening the "ideological bond". This phrase is the bright example of the analphabetizm of the official.

A curious example of the educational and intellectual level of Russian bureaucracy was found in the administration of the Pskov region by the famous Russian sociologist and anthropologist Alexandra Arkhipova, about which she hastened to inform her readers:

“This post will be called briefly and clearly: “unifying ideological bond” (the thing is that in Russian language this word has a feminine gender, but the mentioned official wrote it in a masculine form that in Russian does not exist for this word - editor's note).

No, no, comrades, I have not made a mistake in the word. This is a scientific article by Sergey Sergeyevich Dmitriyev, the head of the Administration of the Pskov region and at the same time a graduate student of the North-West Institute of Management - a branch of the RANEPA.

Judging by the data posted on the Web, Dmitriev served in the Armed Forces of the Russian Federation from 2008 to 2009. Since June 2011, he worked as a rescuer at the OGU “Rescue Service of the Saratov Region”. Has departmental awards and distinctions: badge "Honorary badge of the Ministry of Emergency Situations of Russia", medal of the Ministry of Emergency Situations of Russia "For excellence in eliminating the consequences of an emergency", badge "Participant of liquidation of consequences of emergency situations", Certificate of honor of the Ministry of Emergency Situations and others. Has a higher education in the direction "Land transport technological complexes designed for emergency response and extinguishing forest fires." That is, Dmitriev is a qualified firefighter who decided to pursue a career in the political arena. It is commendable, of course, but it would still be nice to measure your ambitions with your capabilities. Otherwise, it turns out to laugh at the chickens...

Arkhipova continues:

“The article was published in a scientific journal and is devoted to the analysis of the protests in January 2021 and digital mobilization.

The full quote goes like this:

"The slogan for the release of Navalny did not become a unifying one for various groups that supported protest ideas (...) We believe that the organizers were unable to formulate a unifying ideological bond".

In addition to scraping, the article reports that 80% of men took part in the protests in Pskov (of course, we did not count in Pskov, but our polls show that the ratio is usually 46% to 54% M, and sometimes evenly). In addition, VK and Telegram are named as the main means of digital mobilization for protests, but Tik-Tok is not mentioned even once.

S. Dmitriev comes to the need to work on strengthening the "brace". To manage digital mobilization, the following must be done. Every point is fine here (my remarks in brackets):

- the formation of an alternative protest agenda (is it like, I wonder?);

- pedaling the theme of the attitude of protest groups to the victory in the Great Patriotic War, the annexation of the Crimea, the Kuril Islands;

- designation of the real risk of return in the 1990s;

- demonstration of the negative results of revolutions in the states of the Arab world and the post-Soviet space "(well, Poland, Estonia - it turned out well, didn't it?)..."

Should we be surprised at the administrative takeoff of many Russian officials, who demonstrate in their posts a complete lack of competence (and often even ordinary literacy!)?
