According to kremlin.ru, Putin made a statement on strategic goals at a meeting with the participation of permanent members of the Security Council on September 27. According to Putin, doctrines and long-term development programs, strategies and foundations of state policy determine the most important national priorities that are aimed at achieving common goals.
“First of all, of course, this is the preservation of the people of Russia, the strengthening of health and the improvement of the quality of life of our citizens, the protection of traditional spiritual and moral values, sustainable economic development and care for the environment”, - the president said.
In addition to this, he listed the protection of the country and citizens from internal and external threats, as well as ensuring state sovereignty.
The basis of the country's strategic planning, according to Putin, is the National Security Strategy of the Russian Federation and the Presidential Decree "On the National Development Goals of the Russian Federation until 2030" signed in July 2020. Long-term federal, regional and municipal programs are adopted on the basis of these documents.
According to the head of state, some regional and municipal programs are poorly coordinated with each other. To correct the flaws, the president suggested using new methods in their compilation, including the best foreign experience, both from states and companies.
According to him, state institutions, business and civil society of the country should "work in a unified logic and work together to achieve priority goals for the sake of a successful, prosperous future of Russia".
To do this, Putin proposed to clearly link all regional and municipal documents with federal ones, as well as to synchronize planning with the budgetary process, throwing financial flows on the solution of key tasks. For competent goal-setting, Putin proposed to make broader use of the capabilities of the scientific community, avoiding mechanical repetitions and predicting risks.
Putin noted that sometimes events in the world - for example, the covid pandemic - change previous plans. In this regard, the President urged officials to show flexibility and to use mechanisms for quickly adjusting previously approved plans, depending on the requirements of the moment.
