Volunteers and Rosstat employees who participate in the population census were allowed to collect data on Russians, including from their neighbors. The corresponding order was sent by the body of the Rosstat of the Novosibirsk region to the territorial divisions.

This was reported by "Novaya Gazeta", referring to the volunteers and the document handed over to the editorial board. One of the volunteers told the publication that the curator sent this paper to her for work. Later it was explained to her that such measures were connected with the “Large number of escapists”.

"Previously, the "refuseniks" were forced to come again and again. And now we decided to act through our neighbors”, - the volunteer clarified.

She added that the Federal State Statistics Service warned her that the law does not provide for such measures and "sympathetically asked to be more careful".

The document says that about those apartments in which the census taker was "categorically denied", or where there was no one at home, it is necessary "by any available means" to find out whether people live in them. And if someone still lives there, you need to "collect the minimum information for the census form - the gender and age of the residents, possibly family ties." It is proposed to collect data from the concierge neighbors and the elders at the entrance.

The publication pointed out that volunteers in Yekaterinburg also use this method.

It's worth reminding that the All-Russian Population Census started on October 15. Moreover, the Russians can take part in it even after November 8 - its official completion. So, you can leave your data on the State Services portal until November 14.
