The Cabinet of Ministers today, November 12, submitted to the State Duma the bills on the use of QR-codes in Russia.

“The government has sent to the State Duma bills on the use of QR codes in public places and on some types of transport”, - the press service of the government said.

The norms of the law on QR-codes will be valid until June 1, 2022.

According to one of the two bills, non-food stores, restaurants, cultural institutions and public events will only allow visitors to use QR-codes for vaccinations, documents on the transferred coronavirus or certificates of medical evacuation.

In addition to the codes, until February 1, it will be possible to present a negative PCR-test for coronavirus. It is also indicated that the decision on the need to use QR-codes is made by the regional authorities.

Following the second bill, all long-distance and international rail and air transportation is transferred to admission by QR-codes for vaccinations, documents on the transferred coronavirus or certificates of medical evacuation. Negative PCR-tests will also be accepted on airplanes and trains - until further notice from the government.

A certificate with a QR-code is expected in both electronic and paper form, an extract from the QR-code will be issued at the MFC upon application, said Deputy Prime Minister Tatyana Golikova.

Meanwhile, more than half of Russians consider the introduction of QR-codes in transport an excessive measure. Also, Dmitry Gorin, vice-president of the Russian Union of Travel Industry, warned that issuing air tickets using a QR-code would cause certain problems with inexpensive tickets sold in advance.
