Labor migrants and foreigners who have come to the Russian Federation for other purposes for a period exceeding 90 days will be obliged to regularly provide the Ministry of Internal Affairs with certificates confirming that they do not have HIV infection and drug addiction. The changes take effect from December 29th.

This is reported by TASS with reference to the draft order.

As follows from the draft order of the Ministry of Internal Affairs, these certificates must be provided within 30 days from the date of expiration of the previously issued certificate. The validity of an HIV certificate is three months, and a drug addiction certificate is six months.

Parents , guardians or trustees can provide documents of minors or incompetent foreign citizens.

The certificates are submitted to the territorial body of the Ministry of Internal Affairs of the Russian Federation. References can be in a foreign language. But in this case, they need to be translated into Russian and the translation must be notarized.

It's worth reminding that during the coronavirus restrictions in Russia there was an acute shortage of labor migrants employed primarily in the construction industry. Labour force shortages faced almost a third of developers in the Russian Federation . The construction sites lacked bricklayers, concrete workers, plasterers and handymen. The Ministry of Construction, as part of a pilot project, launched an online service for the selection of specialists for the construction industry from among migrants.
