The adoption of the law on QR-codes is being delayed, because the authorities must go "on a thin blade" and take into account all the difficulties in order to pass it, said the presidential press secretary Dmitry Peskov.

- It's all complicated - process, technology, social side. Each time they try to walk along a narrow blade: to save people and not harm the economy. Every time the leadership is in such a difficult situation - said Peskov, answering a question about the delay in the adoption of the bill.

Answering the question of whether President Vladimir Putin is ready to take "unpopular" steps and introduce QR codes if citizens oppose, Peskov pointed out that the head of state is a supporter of "thoughtful and balanced actions".

“We also need to understand that we are dealing with an unprecedented situation. The main task - to encourage citizens to inject drugs (to be vaccinated - ed.) - dictates the need for different measures, - explained the presidential press secretary and added that there are fewer dissatisfied with the new measures than those "who want to stay alive".

As for the idea of State Duma Speaker Vyacheslav Volodin to discuss the introduction of QR codes in the comments under his posts on Telegram, Peskov said that this is a good way to find out the real mood of people, but the Kremlin does not intend to create such a feedback channel yet, although “feedback from people - it is important".

12 november cabinet introduced to the State Duma bills on the use of QR codes in Russia. According to one of them, all intercity and international rail and air transportation is transferred to admission by QR-codes for vaccinations, documents on the transferred coronavirus or certificates of medical evacuation. Negative PCR tests will also be accepted on airplanes and trains - until further notice from the government.
