The supervisory authority identified more than 125 sections of roads, sidewalks and viaducts that did not meet the requirements for their maintenance. This was considered by the prosecutor's office as a consequence of "improper preparation and organization of the work of a specialized enterprise in the winter."
The department indicated that the city lacks neither personnel nor specialized equipment for cleaning. Prosecutors believe that the city administration did not approve the procedure for maintaining roads, and this led to inconsistency in the actions of the operational headquarters and the lack of proper interaction with road services and the traffic police.
An administrative case was initiated against the official under the article on non-compliance with the requirements for ensuring road safety during road maintenance.
