The Ministry of Construction explained that these fines have existed for a long time, now they are being introduced for companies that own premises.
Changes are being made to the rules for the use of residential premises approved by the government of the Russian Federation. They were adopted in 2006 (Resolution No. 25) . From March 1 of the next year, they lose their strength. Instead of them, the order of the Ministry of Construction No. 292 / pr "On the approval of the rules for the use of residential premises" will act.
So, Russians can, without fear of fines, replace windows and balcony doors with low energy efficiency, insulate a balcony or loggia from the side of the apartment, but not change the facade of the building and the appearance of the balcony from the outside.
The Ministry of Construction added that in addition to this document, homeowners should also pay attention to regional laws. "Before performing glazing work, you need to familiarize yourself with the improvement rules approved in the region and city of residence," the ministry's press service said in a statement.
