According to experts, the total volume of bribes in public procurement amounted to 6.6 trillion rubles - 35.3% of the budget revenue or 6.2% of GDP.
As follows from the results of the survey published by RBC, at least two-thirds of the respondents agreed that informal payments by the customer take place. 28% found it difficult to answer or refused to answer the question. 37% of companies indicated that the main factor in obtaining a government order is collusion between the customer and the supplier or between the bidders.
At the same time, the size of the bribe varies from 3% to 65% of the contract value. Basically, the respondents named shares of 3%, 5%, 10%, 15% and 20%. 14% of respondents indicated a zero amount.
In their research, the authors also took into account indirect questions about corruption. In their opinion, many did not give sincere answers due to fears of criminal prosecution. As pointed out by the deputy director of the institute, Konstantin Golovshchinsky, in total, the respondents recalled about 2.3 thousand examples from practice, naming the average size of a rollback, including a zero indicator.
It's worth reminding that on December 18, the former deputy head of the Council of Ministers of Crimea, Vladimir Serov, was put on the wanted list on suspicion of offering mediation in bribery.
