In addition, Biden said that the United States is ready to continue negotiations with Russia on security issues and will use every chance for diplomacy to succeed. The US President noted that Washington is presenting its proposals to Moscow on arms control, transparency and strategic stability. Both Russia and NATO will assume mutual obligations, but steps towards common security must not violate the fundamental principles of the United States and its allies. On the positive side, Biden is willing to reduce war talk to arms control talks.

Analyst Dmitry Shusharin commented on Biden's words in his blog:
