Earlier, Russia refused to introduce a ceasefire for the duration of the negotiations. The Kremlin explained this by saying that the enemy uses this time to regroup its troops and strike at the positions of the Russian military. On March 18, the head of the Russian delegation, Vladimir Medinsky, said that the Russian Federation and Ukraine have the closest possible positions on its neutral status.
