In the near future in Russia, changes will be made to the rules for registering an accident in order to reduce the risk of secondary arrivals on cars that have already been in an accident, the drivers of which are waiting for the necessary documents to be processed at the scene.

According to the publication "Ura.ru" with reference to the statement of the Deputy Prime Minister of the Russian Federation Marat Khusnullin, a pilot project of innovation, designed to exclude collisions with a standing car, is already working in Moscow. According to the Deputy Prime Minister, the capital "has already reached the indicator of social risk, which the whole country should strive for".

“In Moscow, a pilot project has been worked out to conduct an experiment to change the procedure for registering traffic accidents in order to prevent a collision with a stationary vehicle. This is a good proposal, which can reduce road deaths and reduce traffic congestion”, - the Deputy Prime Minister quoted the publication as saying.

The problem of secondary collisions with a car that has already got into an accident was discussed by the participants of the Government Commission on Road Safety. They approved the project of an experiment on the safe registration of accidents.

Its essence lies in the fact that after an accident, drivers will immediately move off the roadway, without even stopping. This will eliminate the occurrence of situations when, due to a minor scratch on the bumper or a broken headlight, traffic is paralyzed on an entire highway.

Thanks to the widespread introduction of video recording systems, in the event of a dispute, a copy of the video recording to restore the picture of the incident can be requested from the authorities.

According to the initiators of the project, changing the procedure for registering an accident will reduce the risk of repeated accidents provoked by cars standing on the road. The current rules do not allow drivers to leave the scene of an accident and rearrange the car on the highway after an accident. For violation of this order, administrative liability is provided - up to deprivation of rights.

Now in the capital it will be possible to drive off the scene of an accident to the side of the road. The initiative is due to the fact that today in Moscow, without exception, all highways are equipped with a continuous video surveillance system, so the participants should not have problems fixing the moment and circumstances of the accident.

As the Safe City systems develop in other regions, the experiment can be extended to other subjects of the Russian Federation.

The government commission is convinced that such an order will reduce road deaths and reduce congestion.

In addition, to improve traffic safety, the Moscow authorities propose to reduce the non-penalized speed limit to 10 km / h.
