Medvedev believes that there are no restrictions on the return of the death penalty

If everything is calm, the moratorium on the death penalty may remain, but there are no restrictions on the return of this capital punishment, said Deputy Chairman of the Security Council Dmitry Medvedev.

Medvedev called the question of the return of the death penalty "difficult" and "ideological." In a conversation with RIA Novosti, Medvedev pointed out that one can treat the death penalty in different ways, and the points of view have always been opposite.

"But at least the following can now be said: the motive for the adoption of a number of decisions of the Constitutional Court, no doubt, was the participation of our country in the conventions of the Council of Europe. Now these conventions have lost their force for us", - the deputy chairman of the Security Council emphasized.

There is a legal position of the Constitutional Court, there are its guiding explanations on this topic.

"This is a sovereign decision, it really has nothing to do directly with participation in the Council of Europe, although there is no doubt that there is an internal connection here. Now there are no restrictions in this sense, but this is a very complex issue that concerns not only the legal, but also the moral component, since even the main, canonical sources of various religions answer this question in very different ways. And they pay attention to this first of all when they discuss the topic of the death penalty in this or that country”, - Medvedev said.

He also recalled that Europe abolished the death penalty earlier than the Russian Federation and China, as well as a number of other countries that committed especially grave acts. He once again stated that today the international grounds for abolishing the death penalty in Russia have disappeared.

"I proceed from the premise that if everything is calm, then these legal positions can remain the same as they were. But legal positions are also not eternal, if something changes in the life of society, then these legal positions can also be reviewed", - the deputy chairman of the Security Council believes.

He added that even the decisions of the Constitutional Court can change, because this is "not a holy scripture".

Earlier, we recall, the LDPR faction in the State Duma proposed to submit to the next referendum the question of the return of the death penalty in the country, especially since the Russian Federation is withdrawing from the Council of Europe. The party believes that the citizens of the country are quite mature to make such an important decision on their own. At the same time, the HRC pointed out the inadmissibility of the return of the death penalty. They consider the Russian system of justice to be imperfect, and mistakes in making decisions on the death penalty can cause the death of innocent citizens.

On March 18, the Russian Orthodox Church also opposed the return of this measure of punishment. According to the clergy, the fear of death does not stop people from committing a crime.
