According to Kommersant, referring to the minutes of the meeting of the government commission on road safety, such indulgences are provided to combat repeated accidents - "running into people and cars during the registration of an accident". To restore the picture of what happened, it will be possible to refer to the recordings of CCTV cameras. The measure will operate on broad highways and in the absence of victims.

Deputy Prime Minister Marat Khusnullin recommended that the Moscow government, as well as the Ministry of Internal Affairs, the Ministry of Transport, the Ministry of Finance and the RSA develop an action plan "to prevent a collision with a stationary vehicle with a pilot project on the express roads of Moscow".
