The US administration is discussing plans to make it easier for highly educated Russian specialists to obtain visas, Bloomberg learned. One of the proposals is not to require employment in the United States in order to obtain a work visa. The United States wants to weaken Russian high-tech resources in this way and strengthen its economy and national security.
Rapid scientific and technological progress and the creation of new technologies played a decisive role in the development of industry in Germany after the Second World War. Over the period of the 1960s, the total expenditure on science and design developments increased 5.2 times, which was largely facilitated by foreign investment, primarily from the United States and England.
To prevent "brain drain" measures were taken to increase the salaries of scientists. As a result of scientific and technological progress during the same period, labor productivity increased by 60%.

The "Morgenthau Plan" was a proposal to eliminate Germany's ability to fight a war after World War II by eliminating its weapons industry and removing or destroying other key industries that underlie military power. In particular, it provided for the migration of specialists from Germany.
Here the United States began such a "Montegau Plan" for Russia, taking away the most valuable thing in the country: specialists - carriers of knowledge and skills.
In Russia, the humiliating word "nerd" was assigned to technical specialists. Both society and the state treat Russian engineers as their serfs. For several times the deputies discussed the idea of restricting the exit of Russian citizens with a technical education.
But in the world, these specialists, despised by the majority, are treated quite differently. They are considered the main value of Russia, and not at all oil and gas, which are now being refused.
There is a big difference between smart states/mature societies and stupid regimes/infantile societies. Russia has no options to preserve itself, its industry and its sovereignty, without changing its attitude towards scientists and engineers, without starting to raise their standard of living in comparison with embezzlers, corrupt officials, officials and security forces.
