The CIA published instructions in Russian that described how anyone could secretly contact United States intelligence and pass information to it, writes the Washington Post, citing some officials.

According to the newspaper, the department distributed on social networks a detailed description for whistleblowers on how to act in order to “not get caught” passing information. For example, they were asked to use the Tor browser and VPN. Also, the agency asks not to use a home or office computer for this.

An intelligence official told the publication that "the Russians are trying to contact the CIA." They are instructed to provide the CIA with their full name, the country from which they are reporting, their official position, and clarify "what access they have to information of interest" to US intelligence. Later, this information will be carefully checked.

In this way, the CIA hopes to "draw data" and get more classified information from Russia.
