The Ministry of Economic Development has proposed creating a preferential tax regime for a separate class of innovative companies - developers and manufacturers of high-tech goods that are not included in the register of IT organizations and do not produce electrode products (special conditions apply for it).

According to Vedomosti, the proposal of the department is aimed at already mature companies that have revenues of 1-15 billion rubles and are in a difficult position due to the current situation. Thus, they are proposed to be exempted from property and income tax, and in addition, to reduce insurance premium rates from 15% to 7.6%. These benefits are supposed to be left for ten years for organizations without state participation engaged in the production of electrical equipment, transport, aircraft, medical equipment, chemicals, medicines, etc. It is noted that in order to qualify for benefits, the share of income from the sale of developed and manufactured goods must be at least 70%.

As Valery Shpak, Deputy Minister of Industry and Trade, specified, now the most necessary initiative is the establishment of benefits for profit and insurance premiums for radio-electronic industry enterprises involved in the development and sale of their products. About half of Russian design centers currently cannot take advantage of benefits, since most of their revenue is from 25 to 70%.
