In May, the Ministry of Industry and Trade announced the open season of parallel imports, for spare parts and cars of brands that left Russia. But the country has not yet received a single detail under this scheme.

- How true is the information that car dealers have not purchased a single parallel import bolt since May?

- That's right. Spare parts for parallel import to Russia have not yet been delivered by anyone. No car dealership. You can dial any dealer. Nobody brought anything. Everyone is sitting on the old stocks that were.

And this is impossible to do, because permits are required for the import of goods, but there is none.

Let me explain. In order for spare parts to cross the border of the Russian Federation and be cleared through customs, they must be certified. And the certificate, according to the technical regulations on the safety of wheeled vehicles, is issued only if you have documents confirming that you bought this batch of auto parts at the manufacturing plant. But there is no such confirmation.

- Are we talking about any spare part for a foreign car?

-About those that are subject to certification. And that's almost all. Units of positions are not certified, these are non-critical spare parts.

- Is there any way out of this situation?

- There is. To change the order of the Ministry of Industry and Trade, adding to it a section related to the certification of components and certification of cars for a transitional period of some kind. We should talk about the abolition of certain provisions of the technical regulations.

The scheme will become operational if you issue certificates and OTTS (certificate of vehicle type approval), for example, at NAMI (FSUE "NAMI", research institute, - ed.) and transfer such vehicle approval to all interested car importers or spare parts free of charge, that is, for nothing.

Imagine some conditional Romashka LLC and Lastochka LLC want to import a batch of Hyundai Solaris into Russia. They need OTTS for this, and in the current legal configuration, OTTS is needed for everyone. And it costs under 100 million rubles. And still in any case it is necessary to certify. Certify, maybe 60-80 million will come out.

How did everyone get approved before? You bring a pack of certificates for certain properties of cars obtained, for example, in Europe. And you experience some properties here - at the training ground in US. It was much cheaper. And the legal configuration allowed doing so.

And now Romashka LLC is coming, but Romashka does not have any certificates. And the properties of cars will have to close everything, everything, and this is insanely expensive.

I am already silent about the fact that it is generally impossible to carry out a number of tests in Russia. For example, we cannot certify LPG equipment. We simply do not have the opportunity to test such equipment, but at the same time there is a program for the gasification of transport, which was adopted by the government. Nonsense, but true.

And in FGUM "NAMI" they openly say that they are not ready to amend their technical regulations.

- What do they explain? And is their position really important if the Kremlin is already talking about parallel auto imports?

- And they do not need to explain themselves, they are self-sufficient guys.

Everything they said government - hangs in the air. And will hang until a specific performer in a specific place will not itch, and they are not going to make such movements.

- Is there any hope for Dubai? The issue of creating a specialized large hub there was discussed, from where the same electronic components of European cars will be imported to Russia.

-Who will bring them and how, if they need to be certified, but you cannot get a certificate. Everything is exactly the same as I described above. Absolutely.

We open the provision of technical regulations and look at the list of spare parts that are subject to certification. All electronic components will be there, therefore you need a certificate for import. You will receive a certificate if you prove that you bought this spare part at the Mercedes plant, and you will not receive such a piece of paper at the plant of this giant, because he did not just leave here. Well, that's it, end of story.

You see, the scheme was built in such a way that the copyright holder was as comfortable as possible. And now, when the copyright holders have left, it turned out that this system cannot work at all. No way.

- It turns out that the situation is similar for the import of cars?

- Absolutely. In its purest form. No one has OTTS for the party. And OTTS in the current configuration can only be obtained by the copyright holder, conditionally Hyundai or Alfa Romeo.

A manufacturer can obtain an OTTS and designate a Russian legal entity that has the right to use this OTTS. Previously, these were representative offices.

Well, let's say you put an engine from BELAZ into a Hyundai Solaris and want to serially supply such a car to Russia under the name "Romashka 1". Then go through a whole cycle of tests for heaving OTTS, which costs under the same 100 million rubles. Everything, this is the only possible option.

- And how are cars massively imported through Kazakhstan, the Republic of Belarus, Armenia?

- No way. This is only possible for import to an individual and has nothing to do with parallel import. It always has been. An individual has the right to own one car per year without the permission of the copyright holder. Brought it, cleared it, use it. And this does not allow serial deliveries, so you can’t bring a batch.

And therefore, neither dealers, nor leasing companies, nor banks can use this scheme: in order to later give this car on lease or on credit, the price of the car must be added 20% VAT, plus customs clearance of 48% of the cost.

- And the hopes for the Chinese auto industry did not come true? The Celestial Empire, fearing secondary sanctions, is afraid to work with Russia and very quietly, without declaring it, curtails the share of supplies of everything that is possible.

-That's right. In May, about 2 thousand Chinese cars of all makes and models were sold in Russia, that is, nothing at all.

You asked about imports through the CIS countries, but these are also deliveries in homeopathic quantities - 2,200 cars were delivered. Even in January there were more. This channel for filling the market also does not work.

There were attempts to import cars through neighboring countries not to an individual through the SBKTS (certificate of the safety of the vehicle design), but put someone else's OTTS, for example, from Toyota. For a bribe somewhere at the Armenian customs, they clear customs, bring them to Russia, but they cannot get a Russian title, because customs clearance is clumsy. Then these machines can only turn into spare parts. A number of dealers are now in this situation.

Therefore, I summarize: we now completely lack the possibility of parallel imports of spare parts and machines due to the limitation of the current technical regulations.

- Since there are no original spare parts for foreign cars, they began to use "contract" ones, that is, from disassembled and broken cars. Is it minuscule? Or can this partially cover the needs of the market?

-Dismantling of old cars is, of course, an option, but this is the way of Cuba, when we take old cars and service new ones at their expense. This is a road to nowhere.

- A completely hopeless situation, if you need to change on-board computers now? Where can I get programs if they are all brought to the central servers of manufacturers?

-The problem of software has become fundamental. All operations that are tied to the servers of manufacturers stand up as a stake. service these machines becomes virtually impossible. And this applies to absolutely all business class cars and above.
