According to Izvestia, the documents will be adopted in March next year. The department confirmed the preparation of documents "aimed at regulating the issues of maintaining the airworthiness of civil aircraft."

According to the provisions of FAR-246 ("Requirements for legal entities, individual entrepreneurs engaged in commercial air transportation"), the operator ensures the maintenance of the airworthiness of aircraft, the ministry said in a statement.
Earlier, air carriers turned to the authorities with a request to legalize it in June 2022. Head of the Association of Air Transport Operators Vladimir Tasun sent a letter to Deputy Transport Minister Igor Chalik. The same issue was raised last month at a conference in the Federal Air Transport Agency on the topic of aircraft operation. According to air carriers, the lack of the ability to replace components “goes against global practice and does not allow flexible management of the health of the aircraft fleet.”
In early August, it was reported that Russian air carriers began to use some aircraft as donors. The airliners had to be dismantled due to Western sanctions that prevent the purchase of spare parts.
