Regions began to count falling budget revenues, the numbers surprised

"In the regions, to ensure the sustainable development of the economy, work is underway to prevent the negative consequences of sanctions. The anti-crisis measures taken are mainly focused on federal ones and supplemented with due regard for regional characteristics," - a quote from the joint venture document.

The agency has identified the main blocks of anti-crisis measures that are already being applied in some regions:

- support for small and medium businesses;

-support for industrial enterprises, including the agro-industrial complex. As well as measures aimed at facilitating the restructuring of supply chains and the search for new markets;

-stimulation of import substitution (development of regional programs for import substitution);

-social support measures (employment of the population, support for families with children, humanitarian support for citizens who arrived from the DPR and LPR;

-optimization of expenses not related to priorities.

The joint venture added that "when the regions implement anti-crisis measures, key risks are noted." And the department listed them:

-additional need for federal budget funds;

- falling incomes of the consolidated budgets of the subjects of the Russian Federation;

- non-repayment of loans by SMEs due to the current economic situation;

- suspension of the implementation of certain measures of state capital programs for new facilities as part of the ongoing optimization and prioritization of budget expenditures of the constituent entities of the Russian Federation;

-increasing tension in the labor market;

- interruptions in the provision of state and municipal customers with goods, works, services, including those financed within the framework of the implementation of national projects;

- termination of already concluded state (municipal) contracts by suppliers due to the impossibility of their execution at the price of their initial conclusion.

The costs announced by 54 regions are already comparable to the amounts that they were promised to additionally allocate this year. Back in the spring, the Russian Cabinet announced that almost 1 trillion rubles would be allocated to support the regions in 2022. At the same time, Prime Minister Mikhail Mishustin noted that in 2023 the base amount of additional support would not decrease. "On the contrary, it will be indexed," Mishustin promised.

As for shortfalls in regional incomes, Natalya Zubarevich , professor at the Department of Economic and Social Geography of Russia at the Faculty of Geography of Moscow State University , recalled that the consolidated budget of the constituent entities of the Russian Federation is 17 trillion rubles. And he considers the figure announced by the joint venture - 69.7 billion rubles - to be "relatively small." But that's for now.

“There will be shortfalls in budget revenues, that’s for sure. And now several entities already have them, but so far, judging by the results of the first half of the year, everything is fine. they will lose income tax, which they will be able to collect in the last quarter of the year," Natalya Zubarevich said.

Recall that against the background of statements about the allocation of an anti-crisis trillion to the regions, the Ministry of Finance proposed to reduce budget spending on state programs. The department proposes to reduce budget spending by a total amount of about 1.6 trillion rubles. From 2023 to 2025, spending will annually decrease by more than 530 billion rubles. The sequestration may affect 59 state programs out of 62. Over the three years, spending on the state program "Development of the transport system" (more than 390 billion rubles) will be reduced the most.
