The Prosecutor General's Office of Russia, together with the Federal Security Service, intend to intensify checks on telecom operators in terms of substitution of numbers and failure to comply with the requirements for passing traffic from abroad.

According to Kommersant, checks will be tightened as part of the "investigation of crimes committed using information and telecommunication technologies". So far, there has been no talk of increasing fines for violations. At this point, it is supposed to "increase the number of checks and increase attention to the issue". Inspections are ramping up across the country.

As indicated in the Ministry of Digital Development, there is a joint work with Roskomnadzor, as well as other government agencies, to develop measures to combat telephone fraudsters. In the spring, the Prosecutor General's Office was involved in unscheduled inspections of operators, but their subject was the blocking of prohibited resources.

Recall that in August of this year, for the first time, a court imposed a fine on a telecom operator for missing a call from a substitute call to a foreign operator's number.

At the end of last year, Russian President Vladimir Putin signed into law a law on fines that can be imposed on telecom operators who allow spoof numbers. For officials, the amount of the fine is 30-100 thousand rubles, for individual entrepreneurs - 200-800 thousand rubles. In December 2021, State Duma deputies approved in the third, final reading a bill that increases fines to one million rubles for substitution of telephone numbers.
