The Moscow City Duma rejected a bill recognizing the center of Moscow as a historical settlement

The deputies of the Moscow State Duma did not adopt a draft law, which proposed to recognize the territory within the boundaries of the Kamer-Kollezhsky Val as a historical settlement in order to protect the city center from mindless building in the interests of developers.

Thousands of Muscovites signed a petition by city defenders addressed to the President of the Russian Federation to give Moscow a protected status. And so, when the draft law was developed and proposed to the deputies for approval, the Moscow City Duma did not have a quorum to make a decision. According to the deputy head of the Moscow Department of Cultural Heritage, the chief archaeologist of Moscow, L.V. Kondrasheva , "the bill does not comply with the current legislation". True, the official did not specify what exactly. In the Archnadzor movement, they are sure that inconsistencies, if they really exist, are not of a fundamental nature and can be eliminated through the joint work of deputies, the body of state heritage protection and the public. However, there is no visible movement in this direction from the current executive branch.

It is difficult to admit the idea that the deputies who refused to vote on an issue that is a direct consequence of the instructions of the country's president to preserve the historical heritage of Russian cities are all lobbyists for the interests of developers. Therefore, the hope for consensus remains.
