Poor teachers and backward regions. How teachers' income affects the standard of living

The experts found that the lower the salary of teachers, the poorer the region in which they teach.

A little less than 40 thousand rubles "clean" (39,500) was the average salary of teachers in Russia in 2021, which is approximately 3.2 subsistence minimums (PM), calculated based on data from Rosstat, the experts of the Ravenstvo channel.

It is interesting here that the level of wages relative to PM compared to 2020, in 2021 decreased by 2%, and in the first half of 2022 compared to the same period in 2021 - already by 5%!

It is curious that before that the salaries of Russian teachers were growing, however, at the same time, their workload was also growing, as stated by 70% of the teachers themselves, interviewed by HSE analysts.

At the same time, the inequality of regions with the poorest and richest teachers increased by 7%. It is not surprising that teachers in the capital's schools, as well as schools in the oil and gas producing regions of the country, receive much more than the rest of 4-5.3 PM, while teachers in Transbaikalia, the North Caucasus, and the Ivanovo Pskov regions are not an example poorer - 1.6-2, 2 PM.

It is also clear that where teachers are poorer, the quality of education is often worse. Analysts of "Equality" analyzed the data of Rosobrnadzor and Rosstat, and came to the conclusion that the lag in the quality of education only reinforces the lag of the regions themselves.

Experts give their own method for calculating this dependence:

  1. Data on the nominal salaries of teachers are based on the results of the observation of Rosstat for 2021.
  2. To compare the regions of Russia in terms of the relative level of remuneration of teachers, the nominal salary is reduced by income tax and divided by the subsistence minimum (PM) in the region. The subsistence level is taken as the average for 2021.
  3. The quality of education was assessed by Rosobrnadzor for the 2021 exams according to 4 criteria: minimum preparedness (how many pass exams), maximum preparedness (how many pass excellent), educational equality (variation in the level of preparation) and functional literacy (feasibility of tasks for applying knowledge in practice) . The average score for all criteria is given.
  4. The level of correlation between the relative level of wages and the quality of education in the regions of Central Russia reaches 64%, which may indicate a noticeable level of connection.
