“Those who are fit for service cannot be mobilized, they will not be called up anywhere according to the law”, - Tochenov said in an interview withRIA Novosti.
“There is a law, even a decree has nothing to do with it. If it is limited to a combatant, non-combatant... there is a gradation. But these people will not be sent to any war zones and will not be called up, because there are health restrictions,” Tochenov emphasized.
He noted that the corresponding gradations are described in the law on universal military duty.
“According to the decree, only three indicators will be dismissed: for health reasons, reaching the age limit, by a court decision, if convicted”, - he explained, repeating the points of dismissal listed in the decree.
According to the Secretary of the HRC, partial mobilization applies to persons with combat experience and the necessary skills, whose health allows them to serve. He also repeated Shoigu's thesis that mobilization, in accordance with the laws, does not apply to students.
“Within 300 thousand, the mobilization of only those who served, had combat experience, there is no question of students at all”, - he concluded.
