Russian President Vladimir Putin on September 21, during an address to citizens, announced a partial mobilization in Russia - the corresponding decree was signed today, the document comes into force from the moment of signing.

By decree, the president supported the proposal of the Russian Ministry of Defense to conduct a partial mobilization.

“Only citizens who are currently in the reserve and, above all, those who served in the ranks of the Armed Forces, have certain military specialties and relevant experience, will be subject to conscription for military service”, - the head of state said.

Vladimir Putin clarified that those called up for military service before being sent to units would undergo mandatory additional military training, taking into account the experience of a special military operation. The heads of the regions were instructed to ensure the mobilization call in the amount and within the timeframe determined for each subject of the Russian Federation by the Ministry of Defense.

The President stressed that today the special operation in Ukraine involves contract servicemen, as well as volunteers - those who "at the call of their hearts went to defend the Donbass". Contracts will continue to operate until the completion of partial mobilization. Exceptions will be cases of dismissal of the military.

The decree on partial mobilization provides for additional measures for the state defense order. During the period of partial mobilization, dismissal from military service is expected due to age, health status, as well as by a court verdict of deprivation of liberty.

The day before, deputies of the State Duma adopted in the second and third readings a law amending the Criminal Code on liability for desertion during wartime, for looting, destruction of weapons and military equipment, as well as surrender. Thus, the document was supplemented with the concepts of "mobilization", "martial law" and "wartime".
