Small queues began to form at the doors of military registration and enlistment offices in the Russian regions.

According to media reports, first of all, after the announcement of the decree on partial mobilization, former paratroopers, tankers and artillerymen are mainly summoned to the military registration and enlistment offices.

“Doctors also receive military subpoenas”, - the Mash telegram channel notes.

The publication indicates that from September 22, those called up are sent to military training camps. This information was confirmed by several military personnel in the reserve.

The start of mobilization in Russia was announced by President Putin in an address to the nation on September 21. On the same day, a corresponding decree was published on the Kremlin website, which took effect immediately.

According to a statement by Defense Minister Sergei Shoigu, 300,000 reservists will be called up as part of partial mobilization for further participation in a special operation in Ukraine. Meanwhile, even women began to receive mobilization orders.

Human rights activists explain that when mobilization is announced, citizens who have mobilization orders must appear on their own at the time and place indicated in them without any additional notices (Article 21 of the Federal Law “On mobilization preparation and mobilization in the Russian Federation”). They can also be summoned to the military registration and enlistment office according to the agenda, which must be handed to the citizen personally.

“A failure to appear in this case will entail administrative liability in the form of a warning or the imposition of an administrative fine in the amount of five hundred to three thousand rubles (Article 21.5 of the Code of Administrative Offenses of the Russian Federation). If the summons or mobilization order is not served, the obligation to appear at the military commissariat does not arise”, - explained Pavel Chikov, candidate of legal sciences.
