In accordance with the Order of the Ministry of Digital Development, Communications and Mass Media No. 712 dated September 26, 2022, people working in one of the specialties listed in the list attached to this Order can receive a deferment from mobilization.

Let's make a reservation right away: this list of 195 specialties, each of which is specified in a separate document, is very voluminous, so we advise you to read the original. It has already appeared in the public domain, in particular in Telegram channels. To summarize in the most general terms, economists, educators, employees of IT companies and communications, transport, housing and communal services, law enforcement agencies, and even designers with linguists can count on a delay from mobilization. Of course, for this it is not enough to just have a diploma, you need to work according to your profile. And the employer should be interested in your presence in the workplace.

The order contains a detailed list of specialties that are necessary "to meet the basic needs of accredited organizations operating in the field of information technology, telecom operators and qualified personnel".

In the specialty "Mathematics" alone, which is number one on the list, there are more than 30 clarifying profiles. Physicists and chemists employed in specific fields are also not subject to partial mobilization. Workers in the field of urban planning and architecture will also not be mobilized. The mobilization will be avoided by software engineers, information security employees, aircraft testers and legal workers. The 40th point is the specialty “management”, which is not deciphered in any way, however, it can be assumed that in this case we are talking about leaders. Employees of nuclear power plants and persons involved in "ensuring law and order" and "law enforcement" will not be mobilized either. That is, the police, the FSB and the Russian Guard, apparently, can remain in their places and not participate in the special operation.

Some specialists connected with communication systems, advertising and public relations, as well as certain categories of journalists, are also not subject to mobilization. Bank employees will also apparently remain in place: professions related to finance and credit are not subject to mobilization. Metallurgists, employees of transport companies, train support systems and other ground transport may also not go to the military registration and enlistment office. As well as aviators, employees of airports and aircraft control systems. Psychologists will not be drafted into the army either. They have enough problems, by the way. Water transport employees are also not subject to mobilization. The mobilization will not affect the teaching staff, oil workers and workers of nanotechnologies. Outside of mobilization there are also such mysterious specialties as "quality management", "intellectual property management". And, of course, the entire housing and communal services complex. Nor will they call for workers in the specialty "public policy and social sciences", "sound engineering", "commercial business".

Reading and analyzing this whole huge list of specialties that, in accordance with the Order, should not be affected by mobilization, one involuntarily asks the question: who can be mobilized at all?
