State Duma Speaker Vyacheslav Volodin recalled the ban on citizens registered with the military to leave their place of residence during the partial mobilization announced in the country. The exception is those who have received the appropriate permission from the military registration and enlistment office.

- According to the 31-FZ "On mobilization training and mobilization in the Russian Federation", citizens who are registered with the military, from the moment the mobilization is announced, are prohibited from leaving their place of residence without the permission of the military commissariats (Article 21). There is such a norm of the law, and all those liable for military service should be guided by it,” Volodin wrote in his Telegram channel.

The question of the departure of those who are registered with the military turned out to be the most frequent, Volodin noted. In addition, often the appeals of citizens are associated with the mobilization of those whose age exceeds the prescribed one. Military registration and enlistment offices recognize mistakes and bring everything in line with the documents.

For example, in the Ryazan region, 20 called up by mistake were returned as part of partial mobilization. In the Altai Territory, the military commissar stated that often the citizens themselves are to blame for the erroneous mobilization. For example, they do not fulfill the duties of military registration. According to the military commissar of the region, the necessary instructions were given to eliminate violations.
