Order No. 151: what cars military registration and enlistment offices can seize from citizens

Among the vehicles that the state will be able to use are almost all SUVs and most crossovers.

As you know, since the times of the USSR, a system of military registration of vehicles has been operating in our country, which concerns not only organizations, but also private car owners. Within its framework, cars of certain categories are registered in the military registration and enlistment offices, which the state can withdraw for the needs of the defense and security of the country. The network magazine Auto.ru understands the details of this process.

Since 2014, the order of the Ministry of Defense No. 151 has been in force in our country, which contains a list of vehicles that the state can use. It has five sections: wheeled vehicles intended for operation on public roads, tractors, road construction machines and mechanisms, hoisting and transport machines and mechanisms, as well as other machines and mechanisms.

Among the large number of such funds are also cars of the M1G category. They have increased cross-country ability, and they have no more than 8 passenger seats. According to the technical regulations, increased cross-country ability implies a ground clearance under the axles of at least 180 mm, entry and exit angles of at least 25 and 20 degrees, respectively, the ability to overcome a 30 percent rise, all-wheel drive and at least one differential lock mechanism. Thus, virtually all SUVs and a significant part of crossovers fall under these parameters.

The list also contains larger vehicles of the N1G category. There are fewer requirements for them: the ability to overcome a 25 percent rise, all-wheel drive and one lock. These are, for example, all four-wheel drive GAZelles and Sobols, as well as, of course, all UAZs.

In addition, buses of categories M2 and M3 with more than eight passenger seats are registered, but their maximum mass should not exceed five tons.

It is noteworthy that all these funds are put on military registration by the military registration and enlistment offices independently according to information received from the traffic police. Thus, the state will be able to temporarily withdraw the vehicle, while compensating its owner for all possible costs. That's just, according to the publication, there is no clearly defined procedure in the laws for such a need.

True, first of all, cars will be confiscated from federal and municipal authorities, then from other organizations that own vehicles, and military registration and enlistment offices will turn to citizens last.

It is worth emphasizing that for this procedure, the military authorities are obliged to seriously prepare by determining the place of storage of vehicles, preparing documents for issuance to owners, appointing those responsible for the operation of vehicles and determining the procedure for compensation. All this must be written in the mobilization order in each specific region, and until this is done, no one has the right to take the car from the owner. But this is a theory, but in practice in our state everything can be different.
