Senator Klishas called mobilization raids in Moscow illegal

Andrey Klishas, head of the Federation Council committee on constitutional legislation and state building, said that the "mobilization" police raids on Russians, which have become more frequent in Moscow lately, are illegal.

The senator said that employees of the Ministry of Internal Affairs do not have the right to catch people on the streets, grab everyone indiscriminately and deliver them to the military registration and enlistment offices in order to figure out whether they were taken or not those.

According to the senator, it is impossible to hand out subpoenas on the streets to everyone in a row: they must be issued specifically, and only to specific individuals.

According to Klishas, only a specific person who has already received a request from the military commissar can be delivered to the military registration and enlistment offices, and this is done only upon a written request. The same applies to the transfer of cases to law enforcement agencies to search for a specific evader.

"The military commissars do not have the right to act in relation to an indefinite circle of persons," Kommersant notes.

The senator stressed that it is the employees of the military registration and enlistment office at the place of work or study, and not the police and not the traffic police when checking documents, that should hand over the agenda to citizens.

“You ca n’t indiscriminately grab everyone on the street , and then sort it out at the military registration and enlistment office whether a citizen meets the criteria for mobilization. And even more so, it is unacceptable to sort it out after sending a citizen to a collection point, ”the senator was indignant. Andrei Klishas demanded a legal assessment of the actions of the security forces.

The reason for the intervention of members of the Federation Council in matters of mobilization was the appeal of the representative of the HRC Kirill Kabanov, who said that the security forces in Moscow detained employees of the IT company MGTS who had a legally issued reservation from conscription as "evaders". They were seized right on the street near the Shchelkovskaya metro station and their documents were taken away. Earlier, the same thing happened to five employees and the CEO of another Moscow IT company , who had an officially granted deferment.

Klishas demanded to deal with all cases of illegal detentions of citizens on the streets for the sake of mobilization, and also to name the persons responsible for the incident .

On the morning of October 14, the media reported on the mass delivery of subpoenas to citizens at the entrances to the metropolitan metro. Employees of the military registration and enlistment office were seen at the stations "Alekseevskaya", "Shchelkovskaya", "Bibirevo", "Novokosino", "Altufievo". Due to the mass verification of documents, queues formed at some metro stations.

Recall that partial mobilization in the country was announced on September 21. Employees of defense enterprises, IT companies, media and telecom operators, as well as the financial sector have the right to defer. At the end of September, Russian President Vladimir Putin announced many mistakes during the partial mobilization. The head of state urged to correct them .
