Press Secretary of the President of the Russian Federation Dmitry Peskov (pictured) in an interview with reporters said that a decree of the head of state is not required to complete the partial mobilization in Russia.

According to him, this conclusion was reached in the legal department in the presidential administration.

“We inform you that the decree is not needed. We have the conclusion of the state legal department in the presidential administration on this matter. Accordingly, the point is set. Partial mobilization has been completed", - Peskov said (quote from Kommersant).

He added that the RF Ministry of Defense sent telegrams to the military registration and enlistment offices with instructions to stop sending out mobilization agendas in the regions of the Russian Federation.

The Kremlin spokesman also noted the implementation of the presidential decree of September 21 on the start of partial mobilization. He recalled that the document stipulated a specific number of mobilized (300 thousand people). On October 28, Defense Minister Sergei Shoigu reported on the implementation of the partial mobilization plan in Russia at a meeting with Russian President Vladimir Putin. In addition to those called up for mobilization, 13,000 volunteers expressed their desire to participate in the special operation. Earlier today, Peskov called the ban on leaving the country for some citizens “inertia”.

According to the explanation on the government portal "Explain.rf" , partial mobilization is completed "only by decision of the President of the Russian Federation."
