The head of the Federation Council Committee on Economic Policy, Andrey Kutepov, will propose to Deputy Prime Minister Dmitry Grigorenko to freeze the assets of large businessmen and heads of state corporations who left Russia after the start of the Russian special operation in Ukraine.

According to TASS, the letter will be sent to Grigorenko on November 17.

According to Kutepov's proposal, the freezing of assets should also affect persons who have renounced Russian citizenship. Unfriendly countries are engaged in identifying and freezing the assets and property of Russian billionaires on the territory of these states, which means that Moscow should take similar measures.

First of all, it is necessary to freeze the assets and transactions in Russia of those owners of large enterprises who received them as part of privatization, as well as the heads of development institutions or state corporations. Consideration should be given to transferring dividends and other payments due to those who have left to an escrow account to finance the SWO. Income from the management of property and assets of the departed heads of unprofitable structures can be directed to the budget to cover the losses of these organizations.

Those who refused a Russian passport should be charged additional taxes on 30-50% of the amount of transactions with property, shares and securities made after February 24, and new transactions should be prohibited.

At the end of October, it became known that the European Union froze the assets of 90 citizens of the Russian Federation in the amount of 17 billion euros. European Commissioner for Justice and the Rule of Law Didier Reynders demanded that the previously blocked 300 billion euros of Russian reserves be left as a guarantee in order to force Russia to participate in the restoration of Ukraine.
