Today, in the third and final reading, State Duma deputies adopted a package of laws banning LGBT propaganda and pedophilia propaganda in Russia. The initiative also provides for a ban on the display of LGBT information, as well as information on gender reassignment among teenagers.

As noted by Interfax, innovations apply to the Internet, the media, books, audiovisual services, cinema and advertising, and 390 deputies were co-authors of the initiative.

“The list of information prohibited for dissemination among children is expanding: propaganda and demonstration of non-traditional sexual relations and (or) preferences, as well as information that can make children want to change their sex. A new composition is being introduced to separate the concepts of "demonstration" and "propaganda",” the newspaper notes.

According to the law, in order to limit the access of minors to prohibited content, a mandatory paid subscription and additional technical means of protecting access to television and radio broadcasting are introduced. Relevant content must be age-rated in promotional materials. Access to LGBT information is prohibited for persons under 18 years of age. Advertising is prohibited from disseminating information with a demonstration of non-traditional sexual relations or preferences.

“The law prohibits propaganda of non-traditional sexual relations or preferences, including propaganda of pedophilia, among Russian citizens, both adults and minors,” Interfax emphasizes.

According to TASS, distribution certificates are prohibited for films containing propaganda of non-traditional relationships, pedophilia, and a call for a sex change among teenagers.

Provided fines in accordance with the amendments to the Code of the Russian Federation on Administrative Offenses.

  1. The fine for LGBT propaganda is 50-400 thousand rubles - for citizens; 100-800 thousand rubles - for officials; 800 thousand - 5 million rubles - for legal entities (or suspension of activities for 90 days).
  2. The fine for propaganda of pedophilia is 200-800 thousand rubles - for citizens; 400 thousand - 2 million rubles - for officials; 1–10 million rubles for legal entities (or suspension of activities for 90 days).
  3. Demonstration of LGBT information and content that encourages teenagers to change their gender will result in a fine of 50-200 thousand rubles - for citizens; 100-400 thousand rubles - for officials; 800 thousand - 4 million rubles - for legal entities (or suspension of activities for 90 days).

“Responsibility is also being introduced for the promotion of gender reassignment, expressed in the dissemination of information or the performance of public actions aimed at creating the attractiveness of gender reassignment or imposing information about gender reassignment that arouses interest in gender reassignment,” Interfax clarifies.

For citizens, this threatens with an administrative fine in the amount of 50-100 thousand rubles. A corresponding violation on the part of officials will entail a fine of 100-200 thousand rubles, and legal entities face a suspension of activities for 90 days or a fine in the range of 800 thousand - 1 million rubles. If the offense is committed by foreigners and stateless persons, expulsion from Russia is provided as a punishment.

According to the law, a ban is introduced on the sale of goods, including imported ones, containing information, the dissemination of which implies criminal or administrative liability.

“Roskomnadzor is vested with the right to determine the procedure for conducting monitoring on the Internet to identify information, access to which should be restricted in accordance with the federal law on information. Monitoring will be carried out by an organization authorized by the government", - TASS notes.
