From January 1, 2023, the government intends to index the pensions of non-working pensioners by 4.8 percent. This was announced by the head of the Ministry of Labor of the Russian Federation Anton Kotyakov.

According to REN TV, with reference to the minister's statement, in 2022, for the first time since June 1, an intermediate indexation of pensions by 10 percent was carried out. The new increase will take place in January.

“Indexation will be 4.8 percent”, - Kotyakov said.

He promised that, taking into account the two-stage indexation, the total increase in pensions compared to January 1, 2022 in 2023 will be 15.3 percent.

As for working pensioners, the Pension Fund sees problems with the indexation of their pensions. Thus, the FIU said that the possible resumption of indexation for working pensioners would create a number of problems and lead to a reduction in the level of pensions of non-working Russians in favor of working ones. In addition, an additional 0.5 trillion rubles will be required for payments.

The FIU believes that the insurance pension for working people can be considered a benefit, since they receive a salary, while for non-working older people, pensions are often the only source of income.

According to the report of the Accounts Chamber, by 2026 the average pension will be less than 30% of the average salary in Russia. At the same time, pensions will be indexed ahead of inflation, but the average salary in the country will grow even faster.

Thus, the total amount of indexation in 2023-2024, "taking into account the indexation made ahead of schedule, from June 1, 2022 by 10%, amounted to 20.58%". The projected cumulative inflation rate for this period will be 18.58%. According to forecasts of the Ministry of Economic Development, over the same period, the average salary will increase by 25% - up to 80 thousand rubles.
