Klitschko said that "each of us has an algorithm of actions even in the event of an evacuation". At the same time, he urged not to call a partial evacuation an evacuation.
"I do not exclude the worst scenario. There will not be a total evacuation - perhaps a partial one, but it cannot be called an evacuation. This is a temporary relocation of certain categories of people to the suburbs, where there may be a service", - Klitschko said, adding that Kiev residents would not be evicted to other regions or abroad.
He asked to provide at home a supply of technical water, food “that can be cooked without electricity”, stock up on warm clothes and “charged laptops”.
"And in case of a bad scenario, it would be good if everyone had the opportunity to either go to their house in the suburbs, where there is water, a stove, or go to their friends", - said Klitschko.
In mid-November, the people of Kiev were already asked to leave the city - for the winter because of energy problems. At the beginning of the month, the United States reported that preparations had allegedly begun in the Ukrainian capital in the event of a complete shutdown of the energy supply to the Ukrainian capital. The plan involves the evacuation of about 3 million residents of the city.
On November 23, Klitschko announced that, as a result of shelling, water supplies had been cut off throughout the city. The strikes on Ukrainian power plants were the Russian response to the terrorist attack on the Crimean bridge, in which the Ukrainian special services are guilty. Massive shelling of Ukraine's energy infrastructure facilities has been going on since November 10.
