From April 2023, the Russian Post may remain the only provider of pensions in cash - the bill on the Russian Post's monopoly on such delivery was supported by the government commission on legislative activities.

According to Kommersant, the amendments introduced in October are pushing private organizations out of the market for delivering pensions, which will increase the number of mail customers by 1.5 million people.

Currently, in addition to the Russian Post, private organizations can deliver pensions in cash. Last year, 11.9 million people received this type of pension. Russian Post delivered pensions to 10.4 million recipients, and private organizations served one and a half million pensioners. The document says that in case of emergency, private deliveries may refuse to fulfill their delivery obligations, transferring them to the Russian Post - for example, this happened in the Primorsky Territory, Amur and Irkutsk regions.

The authors of the project pointed out that private traders tend to work in cities, while deliveries from the Russian Post have to serve the countryside and hard-to-reach areas. The pension rate does not take into account differences in the cost of services per provider. It is fixed at the level of 1.17% of the pension. Until 2025, the Russian Post has committed to modernizing its branches in the amount of at least 25 billion rubles.

In June of this year, Russian Post was included in the register of IT companies. Now she can claim a zero tax rate and profits through the end of 2024, as well as soft loans, a soft mortgage and a draft deferral for her IT professionals.
