Russians are being asked what can convince them to have a child and what impact the partial mobilization announced in September of this year has on the demographic situation in the country.
As Forbes notes with reference to the data of a survey posted on the public services portal, sociologists are interested in what prevents citizens from having a child right now, offering such answers as “mobilization of a partner” as options.
Russians are also invited to express their opinion on the government’s measures to stimulate the birth rate, they are asked whether it is necessary to introduce preferential rental housing for this, start compensating families for the education of children in universities, and parents to increase their pensions depending on the number of children raised.
Within the framework of the interdepartmental project "Increasing the Birth Rate", the organizers of the survey included in the questionnaire both existing measures and measures not yet introduced, but already proposed by public organizations and parents. Among the proposals are to stretch maternity leave not up to three, but up to seven years, with the ability to take it not immediately, but in parts, to provide guaranteed monthly leave to fathers at the birth of children, to allow fathers to take parental leave, and, if possible, to give parents the right work remotely until the child is one and a half years old.
One of the types of state support for parents is offered in the form of a preferential mortgage at 2-3% per annum at the birth of a second and subsequent children, partial cancellation of debt at the birth of a third child, as well as the introduction of credit holidays until the child reaches the age of three. Another measure is the introduction of the institution of "social nannies" for families with children, as well as the extension of the opening hours of kindergartens and schools for the convenience of parents.
According to statistics, in the first nine months of this year, the birth rate in Russia fell by 6.5%, and in 2023, experts predict a fall by another 8-10%.
Residents of 85 regions of Russia will be able to answer the questions of the questionnaire until February 1, 2023.
