The state corporation Roscosmos expects losses of 50 billion rubles, or 60%, at the end of this year due to the failure to deliver products, the disorganization of the work process, and the increase in the cost of work.

The head of the state corporation, Yuri Borisov, sees the main problem precisely in the "improper organization of the work of enterprises."

“Companies undertook to fulfill the state order or the orders of the state corporation itself, but did not fulfill them on time,” Vedomosti quotes Borisov as saying.

The new heads of the state corporation have introduced personal responsibility for managers in case of failure to meet project deadlines, and have also drawn up realistic work schedules. During 2021-2022, almost all the leading enterprises of the state corporation failed to fulfill their obligations to deliver products.

- At the same time, they have to pay salaries, bear overhead costs - maintain the building, stand base. The cost of work is rising. And a contract that is profitable at the start becomes unprofitable at the finish,” Borisov explained.

At present, the contracts of managers of the state corporation include conditions according to which a fine and administrative punishment are expected if they failed to meet the schedules. If the deadline is missed, then the manager can be fired. At the beginning of this year, Roskosmos had to restructure penalties in the amount of 12 billion rubles. Such penal practice is applied in the Ministry of Defense.

In the middle of the month, Borisov announced the likely delivery of ten RD-191 rocket engines to India in 2024-2029.
