Former deputy chairman of the government of Kamchatka Karpenko sentenced to five years of strict regime

By decision of the court of Petropavlovsk-Kamchatsky, Valery Karpenko, Deputy Chairman of the Government of the Kamchatka Territory, was found guilty of bribery (pictured).

According to Kommersant, Karpenko's case was retried after the prosecutor's office appealed against the acquittal of the former official in February this year.

In addition, Leonid Mintsev, the ex-head of the capital construction and overhaul department of the Kamchatka Regional Financial and Analytical Center in the field of healthcare, was also found guilty.

Both were found guilty of accepting large bribes and abuse of power. Karpenko will spend five years in a strict regime colony and pay a fine of 1.8 million rubles, while Mintsev is sentenced to four years of strict regime with a similar fine. None of them pleaded guilty.

Investigators found that in 2016, Karpenko and Mintsev received a bribe from the head of the construction company in the form of a service for the construction of a cold water supply network for their homes for more than 360 thousand rubles. In exchange for this, the officials promised the businessman patronage in the exercise of control functions over the construction of other healthcare construction facilities by the entrepreneur.

Also in 2017, the defendants engaged a merchant to work on the reconstruction and repair of non-residential premises, although the necessary tender procedures were not carried out. Then they bought the building at the expense of budget money at an inflated price - unreasonable expenses amounted to 20 million rubles.
