According to Kommersant, this year oil companies will receive the highest payments in the history of the damper introduced in 2019: about 2.15 trillion rubles against 670 billion rubles by the end of 2021. Over 20% of the payments on the damper for the year were received by oil workers in March against the background of the devaluation of the ruble and high oil prices, but in December oil workers will receive the least compensation — the damper on gasoline became negative.
Sources of the publication said that the gasoline damper in December will drop to minus 3,700 rubles per ton, the damper for diesel fuel will be at the level of 15,500 rubles per ton. Oil companies can pay about 10 billion rubles to the budget for a gasoline damper, and about 70 billion rubles will be received in the form of payments for diesel fuel. The total damper for December will amount to 60 billion rubles.
Recall that in June, the authorities submitted to the State Duma a proposal to adjust the damper for gasoline, taking into account the discount to the cost of oil of the benchmark Brent brand. The indicative export value in the damper formula will take into account the price of the product itself and the delivery of Russian raw materials to the European market, as well as the real discount with which it is sold there.
The overpayment of EU countries for oil and gas due to the introduction of anti-Russian sanctions this year will amount to 400 billion euros.
