The relevant amendments to the government resolution were adopted in December 2022.

To date, air carriers have not received official documents, Izvestia clarifies. According to experts, the removal of serviceable spare parts from some airliners to install them on others - the so-called "cannibalization" of aircrafts is a common world practice, it needs a clear regulation. In August last year, Russian air carriers appealed to the Ministry of Transport, asking the agency to legalize such "cannibalization" of aircrafts in order to be able to "flexibly manage the serviceability of the fleet".

To do this, it is necessary to issue permits for spare parts that are planned to be rearranged. We are talking about passports and airworthiness coupons. When removing spare parts from the liner, it is necessary to document the assessment of the condition of the parts and analyze their operation. When these parts are put on the other side, it is necessary to carry out testing and re-evaluation of the condition. According to the amendments, it will be possible to install non-original foreign parts on foreign-made aircraft - Boeing, Airbus, Embraer.

Such spare parts will be able to be manufactured only by companies that have received approval from six foreign aviation authorities, according to procedures similar to the regulations provided for by American law. By the way, in Russia, it was previously practiced to reinstall spare parts from an airplane to an airplane of non-original components. Experts pointed out that for domestic carriers, the "cannabalization" of the fleet will become more common, and this is not critical from the point of view of flight safety.
