The authorities inform market participants what can be considered LGBT propaganda and what is a demonstration.

Since the beginning of December 2022, the RCN has blocked 306 sites whose materials contained propaganda of non-traditional relations - when the law on the complete prohibition of LGBT propaganda came into force. As Vedomosti writes, referring to representatives of the RCN, the blockages mainly occurred in the last decade of December and the beginning of 2023. As of December 22, 79 similar portals have been identified. According to one of the authors of the initiative, the head of the State Duma Committee on Information Policy, Alexander Khinshtein, currently the authorities are "in working mode" informing market participants what is considered LGBT propaganda and what is a demonstration banned in Russia only against minors.

The owners of the sites "themselves conduct an assessment, delete what they consider to fall under the requirements of the law, and if they do not understand something, they request Roskomnadzor, which sends them claims in a working order".

In December, a criminal case on LGBT propaganda against a book publisher was opened in Russia for the first time. We are talking about the publishing house "Popcorn Books". As Hinstein clarified, after the entry into force of the relevant law, Popcorn Books not only continued to sell books with LGBT propaganda, but also "defiantly began to decorate their covers with quotations from Article 29 of the Constitution, which guarantees freedom of speech and the prohibition of censorship".
