State Duma Speaker Vyacheslav Volodin said that civil servants, deputies, security officers and judges should have experience in the army, as well as a military accounting specialty.

He considers obtaining army experience in modern conditions to be a prerequisite for admission to the civil service.

"To hold a position in the civil service, to participate in the elections of deputies of the State Duma, to hold a position in the judicial system, in the prosecutor's office, it is mandatory to have a military accounting specialty and service in The Armed Forces", - Interfax quoted Volodin as saying.

According to the speaker, "every person, regardless of where he works, can and should defend his country, and most importantly, he is prepared for this." For those who served in the army, according to Volodin, a system of "personnel elevators" should be created in the country.

At the same time, Volodin did not specify how Russian citizens, who are not legally subject to military duty, will be integrated into this system. He did not indicate whether the scheme he proposed included personnel elevators for women.

Now those who are liable for military service can enter the civil service if they did not serve in the army, but at the same time passed the military department at the university.

During his speech, Volodin ordered to call all those who are fighting heroes.

"When we talk about those who protect us, they are all heroes — volunteers, servicemen, servicemen mobilized today, members of the private military company Wagner", - he said.
