The draft fundamentals of the state cultural policy was developed in 2014. The initial version of the draft "Fundamentals" caused heated discussions in the media. In the first version of the document, the thesis was put forward that "Russia is not Europe" and the concept of tolerance was questioned. The portal of the Institute of Philosophy of the Russian Academy of Sciences published a statement by the members of the Academic Council of the Institute on the concept of the foundations of cultural policy. Scientists considered the project unconstitutional. It was a violation of article 13 of the basic law. Scientists were confused by the expression that Russia is not Europe, they considered this thesis a "private judgment".
