The head of the Palliative Care Center, founder of the Vera Hospice Charity Foundation and adviser to the Governor of the Nizhny Novgorod Region, Nyuta Federmesser, in an interview with Kommersant, noted that the entire social sphere in Russia has "frozen" since February last year.

"Since February last year, many initiatives regarding the protection of the rights of disabled people and their relatives have frozen, as the entire social sphere has frozen in general", - Federmesser replied to the question of why there was no law on distributed guardianship among 653 laws adopted in 2022, which has been in limbo since 2016 (quote by "B").

In 2020, Russian President Vladimir Putin instructed to finalize the bill on distributed guardianship with the participation of NGOs.

The adviser to the head of the Nizhny Novgorod region added that in order to carry out systemic changes in the social sphere, its stable condition is necessary. In her opinion, this was prevented by a pandemic, and then a special operation.

In addition to the law on distributed custody, in an interview she spoke about the progress in the laws on paid custody, relative and unrelated care. Federmesser explained the importance of the initiatives by the fact that rehabilitation is not limited to medical care, receiving disability groups and payments.

"Rehabilitation turns into socialization, socialization — into normalization of life. People with various injuries will be returning from the war zone now: some have limbs amputated, and someone is in a vegetative state after severe head wounds, and some of them will be recognized as incapacitated", - she said.

In her opinion, without the adoption of these laws, such people may soon join the ranks of residents of neuropsychiatric boarding schools (PSNI).

According to the current legislation of the Russian Federation, after falling into the STUMPS, the exclusive functions of the guardian are assigned to the head of the institution. Thanks to the initiatives put forward, NGOs and relatives will also be able to act as guardians. During the interview, Federmesser told about a successful experiment on the withdrawal of 21 boarding school wards for accompanied accommodation, the implementation of some projects in this direction, such as a social cottage. She noted that in the current conditions, accompanied accommodation is carried out in a semi-legal form, and the decision on this issue depends on the position of the head of the boarding school, the loyalty of the prosecutor's office and the Ministry of Social Policy.
