The Ministry of Labor and Social Protection proposes to change the rules for countering and resolving conflicts of interest among officials.

According to the innovations proposed by the department, dismissal will threaten those officials and security forces who were aware of the conflict of interests of their subordinates, but measures were not taken.

The bill has already passed interdepartmental coordination, the document has been submitted to the government, According to Nina Kuzmina, the substitute chairman of the Federation of Independent Trade Unions of Russia, the initiative was supported by the public council, writes RBC.

Officials, if the law is adopted, will inform their superiors about the occurrence of "personal interest that leads or may lead to a conflict of interests." The manager is obliged to take measures to prevent or resolve the conflict. In the absence of appropriate authority, it is necessary to inform the higher management. Otherwise, the boss must be dismissed "due to loss of trust."

The Ministry has also developed measures that will need to be taken by the head who finds himself in such a situation. For example, he may suggest that an employee refuse to receive or expect to receive benefits, strengthen control over the performance of official duties by a subordinate, or remove a subordinate from a controversial assignment.

Experts remind that the current laws already provide for punishment for the lack of measures of heads of organizations in resolving conflicts of interest among subordinates. If the bosses do not comply, they face disciplinary responsibility, but dismissal will not necessarily follow.
