Scientists do not believe in a quick replacement of specialists who have outran from the country due to mobilization

According to Interfax, with reference to the scientist's statement made at the VII Perm Economic Congress, after the beginning of the military special operation of the Russian Federation on the territory of Ukraine, from one and a half to two million people left Russia.

When they left, they took with them very significant qualifications. There is no one to replace them now. The replenishment of the lost human capital will be of a long-term nature.

"As a person engaged in the production of human capital, and as a university professor and dean, I want to tell you that human capital is produced slowly. It is unlikely that we will be able to reproduce what we have lost earlier than in 7-10 years", - he said.

He said that it would be a wrong step on the part of Russia to give global competitors "our best brains." Auzan explained that only people with comparable competencies will be able to replace the experts who left.

In order to facilitate the economic recovery, Auzan proposed to create attractive conditions for those who left for remote work in private projects in the territory of the Russian Federation.

According to the head of the Ministry of Finance Maksut Shadaev, only some IT specialists from About 100 thousand left Russia in a year. At the same time, most of them continue to work for Russian companies from abroad.

The State Duma proposed to punish those who left, introduce economic restrictions for them, strike them in labor and property rights and even deprive them of citizenship. However, the Ministry of Finance suggested not to do this. On the contrary, the country needs a "reverse relocation" program. Meanwhile, sociologists do not believe in the success of such plans in conditions when the presidential decree on partial mobilization of the population has not yet been officially canceled. Many citizens who have gone abroad are afraid to return to their homeland because of this.

Rosstat reported that by the end of the year the population of the country has decreased by more than half a million people. If a year ago 147 million people lived in the Russian Federation, now there are 146.4 million.
