On behalf of Russian President Vladimir Putin, the Ministry of Justice has started forming a working group to prepare a report to the UN on the state of human rights in the Russian Federation.

In total, 12 ministries and departments, including the Ministry of Internal Affairs and the Ministry of Defense, will participate in the preparation of a report on the human rights situation in the country, Kommersant notes.

Along with them, the Prosecutor General's Office, the TFR, the Public Chamber, the Supreme and Constitutional Courts, Commissioners for Human Rights and Children's Rights, representatives of the Federal Agency for Nationalities, as well as the Central Election Commission.

The Ministry of Justice stated that the report is being prepared for the sake of "a comprehensive assessment of the progress of our country in the promotion and protection of human rights over the past five years".

As part of its membership in the UN, Russia, in accordance with the Charter of the organization, must periodically report on the fulfillment of human rights obligations. A similar duty is imposed on 193 participating countries. Previously, the Russian Federation submitted such reports with a frequency of five years, the last time it happened in 2013 and 2018.

According to human rights activists, the report to the UN will become a "friendly trial" for Russia by other countries after three quarters of the states condemned the conduct of a special military operation (SVO) of the Russian Federation on the territory of Ukraine. Experts believe that in such conditions, when the actions of the country's leadership are severely criticized by the international community, it will be difficult for Russia to "save face".

Earlier it was reported that after the start of its human rights defenders insisted on the appointment of a UN special rapporteur on the Russian Federation, who would record human rights violations in the country. This request was granted in October 2022.
