The initiative was taken by Governor Oleg Melnichenko.

According to Kommersant, Penza parliamentarians approved the idea of the head of the region by a majority of votes. Currently, evading conscription without a valid reason is punishable by a fine of up to 200 thousand rubles or imprisonment for a maximum period of two years. In the Penza region, they called for changing the punishment to fines of 300-500 thousand rubles or a term of imprisonment of up to four years. For evasion, it is also supposed to introduce compulsory work up to 480 hours, arrest up to six months and forced labor up to four years.

The regional military enlistment office indicated that from 2018 to 2022, the number of draft dodgers increased from 30 to 151 cases per year.
