He worked for 8 years as deputy head of the department of maintenance and operation of the property of the city Hall, but quit a week ago.
According to media reports, against the background of taking alcohol and cocktails from medicines, he began firing a gun from the balcony at passers-by, holding his youngest child, a three-year-old son, hostage in the apartment.
The ex-official demanded that the head of Sberbank, German Gref, and the chairman of the IC RF, Alexander Bastrykin, contact him.
He said that the attackers were responsible for the death of his beloved girlfriend. In addition, he allegedly "has information about who is stealing data from the regional office ("ER") in favor of the Ukrainian CIPSO", and demanded that the former head of Nizhnevartovsk Boris Khokhryakov, who replaced him as secretary of the "ER", be hanged on the city square and punish other members of the United Russia party.
The shooter threatened that in case of his death, the compromising material accumulated by him over the years of work in the mayor's office would be posted online.
The security forces managed to stop the attacker. During the arrest of the shooter, the child was not injured.
